How many European citizens live outside of their country of birth? What issues do they have with rights and duties? Do they have clear and complete access to information? 

 

The targets of Project EUReKA - A Key Access to EU Rights, financed as part of the European Rights, Equality and Citizenship – REC Programme, are European citizens living in other EU countries.

 

The 24-month (15/07/2019 - 14/07/2021) project involves 11 partners from five countries (CroatiaFranceGermanyItaly and Romania) and is coordinated by the Centro Studi e Ricerche Idos (Italy).

 

Partners will hold the project kick-off on September 13 to organise work activities. 

 

PROJECT PROFILE

 

Over 3% of European citizens live outside of their country of birth for a total of  ca. 17 million individuals and over a third of them has encountered difficulties exercising their rights. The main problems are related to long and not very clear administrative procedures, to insufficient information or to lack of knowledge [see Public Consultation on Citizenship – EU 2015].

 

Project "EUReKA - A Key Access to EU Rights”, which will last 24 months, is financed as part of the European Rights, Equality and Citizenship – REC Programme. The general objective is to promote the exercise of free circulation, inclusion and the participation of European citizens in member states through:

 

  • Exchange of skills and competences, locally, nationally and transnationally;
  • Increase access to and use of digital information.

 

Objectives

  • Identify, share and promote good practices through a network of national, regional and local public/private experts and other organisations in five EU member states Italy, Croatia, France, Germany, Romania);
  • Develop and test tools that will provide easy on-line access to practical information, geo-localised local and regional assistance and services in 5 countries (on-line desk, apps, etc.);
  • Promote the use of technology by European citizens living abroad to gain greater understanding of their rights;
  • Create a network promoting cooperation between public and private organisations and assure their continued involvement in project activities;
  • Improve project visibility, result circulation and sustainability.

 

Partners

 

Targets

  • 10,000 EU citizens and relations from other member states
  • 200 local, regional and national public authorities
  • 500 organisations and NGOs
  • 50 media professionals

 

Activities 

  • Identify and collect good practices (500 subjects);  
  • Organisation of 10 national workshops to promote the exchange of good practices;
  • Produce a manual of good practices and recommendations;
  • Create and test a single on-line information desk and app for the five partners;
  • Technical management and training of partners;
  • Organisation of 10 regional events to promote the on-line information desk;
  • Organisation of a final conference.

 

Expected Results

  • Increased capability of local, regional and national experts to address the challenges of European mobility and promote the inclusion and participation of citizens;
  • Increase the availability of custom-tailored and simplified on-line information addressing rights, laws, procedures and opportunities for European citizens in other member states;
  • Step up cooperation and the exchange of information amongst private and public organisations at various levels;
  • Increase the awareness of target groups of the rights of EU citizenship.
