The Secretary General of Cgil, Guglielmo Epifani, and a delegation of trade union representatives met the President of the House of Representatives, Gianfranco Fini, to deliver the popular initiative bill on the right to permanent learning that has already received 130,000 signatures.
 
Tullio De Mauro, the first signatory of the bill, was also present at the meeting. Professor De Mauro underlined the ''serious deficit Italy has in comparison to other European countries in terms of schooling levels and literacy.” Even OECD,” De Mauro reminded his counterparts, “annually calls on Italy to implement an organic lifelong learning system.” De Mauro also announced the possible presentation of this initiative at the European level.
